I think the only reason I noticed it is because I happened to come along there one day when they were doing it.
I'm still not sure if it is completely new or whether they were replanting

What an amazing thing to see - does it drip on people? How is it watered? Why doesn't it all fall down? So many questions!!!
doesn't seem to drip on people but how it is watered I don't know. I don't know why it doesn't fall either. Will watch out for it each time I go into town see if I catch them watering it.
